Keeping it simple gives any guest the best chance of accessing all the information contained at our site. Bells and whistles are nice, however, many of our new members are novices and "Frames" may be too hard to understand when they are still figuring out Folders. Judges liked this site's compliance with pure html-4 programming. Where some of the other sites entered evidenced Javascripting errors, and non-standard page sizing, this site allowed easy, error-free surfing. This one is a good example for aspiring UG webmasters to study.
